That is why the Vendor Development Programme (VDP) was created; not as a compliance initiative, but as a collaborative framework to raise the bar for occupational safety, governance, and operational excellence across our value chain. Through structured mentorship, EDOTCO enables small and medium enterprises (SMEs) to grow beyond transactional service providers into strategic partners who share the same commitment to safety, integrity, and performance.
This long-term investment in capability development has earned national recognition. At the National Occupational Safety and Health (NCOSH) Awards 2024, EDOTCO was honoured under the Mentor-Mentee (Mentor) Category for its outstanding contribution to advancing the national Occupational Safety and Health Master Plan 2025 (OSHMP25).

The VDP Mentor-Mentee Programme began as part of EDOTCO’s ambition to be the first telecommunications infrastructure company to actively champion OSH awareness and improvement among SMEs. Recognising that smaller vendors often lack structured systems to manage safety, sustainability, and compliance, EDOTCO designed a two-year mentorship journey that combined knowledge transfer, hands-on coaching, and on-site collaboration.
The programme covers every step of capability building, from the basics of policy documentation to the establishment of Occupational Safety and Health Management Systems (OSHMS) and real-world application through site implementation. This ensures that vendors are not only aware of safety requirements but are fully equipped to institutionalise them within their own organisations.
Throughout this journey, EDOTCO mentors have worked closely with mentee companies, conducting joint inspections at offices, warehouses, and tower sites, identifying improvement areas, and guiding corrective actions in real time. This approach bridges the traditional gap between oversight and ownership, transforming safety from a monitored obligation into a shared mission.
The success of the programme lies not only in systems, but in mindset. Safety cannot thrive without leadership commitment, open communication, and trust. To foster this culture, EDOTCO integrated leadership development and behavioural change elements into its mentoring modules.
Participating vendors undergo workshops and refresher training in partnership with CEDAR, regulatory bodies, and industry agencies. These sessions go beyond technical compliance to include sustainability awareness, ethical conduct, and business continuity principles. By aligning operational goals with responsible practices, vendors begin to see safety as a driver of reputation, efficiency, and resilience.
The collaboration extends into community-based activities such as Jalinan Kasih, a joint CSR initiative that ties safety with social value. By engaging in outreach programmes that benefit local communities, participating vendors experience first-hand how occupational health and safety are deeply connected to human well-being and social responsibility.

Two years into its implementation, the VDP has produced measurable outcomes. Many participating vendors have achieved “Green Zone” status under the OSHMS framework, reflecting maturity in leadership competency, risk communication, and operational control.
More importantly, mentees are now demonstrating independence; establishing their own safety committees, implementing internal audits, and adopting digital monitoring tools to improve incident reporting and response. These developments contribute directly to EDOTCO’s broader ESG agenda by strengthening transparency, reducing workplace risks, and enhancing the sustainability performance of its supply chain.
The transformation can be felt across projects. Sites operated by VDP mentees record fewer non-conformances, better response times, and improved compliance scores during joint audits. These are not just operational wins; they represent lives safeguarded, disruptions prevented, and a culture of accountability taking root at every level.
For EDOTCO, the NCOSH 2024 recognition is a validation of an approach that turns partnership into progress. By embedding OSH principles within its vendor ecosystem, the company demonstrates how large organisations can play a catalytic role in achieving national safety and sustainability goals.
This model directly supports OSHMP25 Strategy, bridging policy ambition with on-ground execution. It also contributes to the United Nations Sustainable Development Goals (SDGs), particularly SDG 8 (Decent Work and Economic Growth) and SDG 12 (Responsible Consumption and Production) by promoting safer, fairer, and more sustainable supply chains.
