
Strengthening Iligan City’s Urban Connectivity Through Collaboration
Iligan City is taking a confident step toward smarter, more connected urban infrastructure, and EDOTCO is part of the joint effort making it happen. Through close coordination with Mobile Network Operator (MNO) and the Local Government Unit (LGU) of Iligan City, the team fast-tracked the rollout of a new lamp-pole connectivity solution designed to strengthen coverage where communities need it most.
The collaboration began with a shared challenge: enhancing mobile coverage in strategic parts of the city while ensuring that infrastructure remains safe, efficient, and aligned with urban planning requirements. To address this, EDOTCO worked alongside MNO and Iligan City’s Local Economic Development and Investment Promotions Office (LEDIPO), as well as the Information and Communication Technology Council (ICTC), to identify connectivity gaps, map priority zones, and streamline the processes required to begin the build.
This early groundwork became the foundation for a partnership that has since grown into a more coordinated effort involving several LGU departments, the City Council, and the Office of the Mayor — culminating in the signing of a formal Memorandum of Understanding (MoU) between the LGU and EDOTCO.

The MoU provides a structured framework outlining how LGU, MNO, and EDOTCO will work together to implement Iligan City’s smart lamppost solution. Each party’s responsibilities reflect a carefully balanced approach that prioritizes compliance, public safety, and technical quality.
As outlined in the agreement, EDOTCO’s scope includes planning, designing, supplying, and implementing the smart lamppost infrastructure, while also facilitating permits and managing MNO’s technical requirements for the integrated coverage solution. The LGU, through offices such as LEDIPO, the City Engineering Office, and ICTC, plays an essential role in enabling the build. Their responsibilities include site validation, right-of-way coordination, alignment with existing development projects, and ensuring that installations meet safety, accessibility, and urban development requirements.
MNO, meanwhile, plays a critical role in confirming the coverage needs of identified sites and aligning the lamp-pole design with its network performance requirements. The combined capabilities of the three parties create a partnership model that accelerates decision-making and removes unnecessary bottlenecks.
Before ground activities began, EDOTCO facilitated a series of early-stage processes including site acquisition assessments, documentary preparations, and permitting pathways. These ran in parallel with technical validation and coordination sessions involving all parties, significantly shortening the typical preparation cycle.
With these structures in place, the collective effort between EDOTCO, MNO, LGU, and partner vendors resulted in the fast-tracking of the development; a milestone made possible only through unified intent and cross-functional cooperation.

Beyond the immediate technical benefits, the lamp-pole initiative is part of Iligan City’s broader goal of building a modern, investment-ready urban environment. The MoU highlights how smart lampposts support economic development by improving the safety, accessibility, and functionality of public spaces.
The collaboration also opens opportunities for future smart-city applications. With the lampposts functioning as multi-use urban assets, Iligan City can progressively incorporate sensors, security enhancements, or digital city services over time. The MoU itself references the importance of structured planning and long-term integration, including activities such as LiDAR scanning and coordinated implementation phases that set the foundation for potential expansions. In this way, the project is not merely a connectivity upgrade; it is a starting point for building the city’s next generation of infrastructure.
For EDOTCO, the project demonstrates how shared public–private priorities can lead to more sustainable and scalable outcomes. By working directly with LGUs, operators, and community stakeholders, EDOTCO ensures that infrastructure solutions balance technical performance with real-world urban needs.
As the rollout progresses, Iligan City’s residents stand to benefit from a more seamless and reliable mobile experience integrated into everyday public spaces. And through this strengthened collaboration, the city continues to move toward a more connected future, one that prioritizes both functionality and community impact.
